How Verra Mobility makes money

It earns fees from rental car companies and fleet operators for managing tolls, violations, and title and registration work, and earns revenue from government agencies for photo enforcement systems and ongoing maintenance. Its parking segment sells software-as-a-service, transaction processing, and hardware.

What Verra Mobility does

Verra Mobility Corporation, founded in 1987 and headquartered in Mesa, Arizona, provides smart mobility technology in the United States, Australia, Europe, and Canada. It has three segments. Commercial Services handles automated tolling, violations management, and title and registration for rental car companies, commercial fleet owner-operators, and fleet management companies. Government Solutions provides end-to-end photo enforcement, including speed, red-light, school bus stop-arm, and bus lane cameras, along with equipment and software maintenance for municipalities, school districts, and law enforcement agencies. The Parking Solutions segment offers a combined set of parking software, transaction processing, and hardware for universities, municipalities, healthcare facilities, and commercial parking operators. Its platform covers permit issuance, enforcement, gateless vehicle counting, event parking, and citation services, and it is sold partly as proprietary software-as-a-service. Together, the segments put Verra Mobility between vehicles, the fleets that own them, and the public agencies that regulate roads and parking.

What is Verra Mobility worth?

On an owner-earnings DCF, Verra Mobility's most-likely value is about $15 versus a recent price near $3 (397% below fair value). But TacticScale only calls a stock undervalued when the price sits below its conservative no-growth floor (~$7) with a margin of safety — so the honest verdict here is “Deeply discounted.” Fair value earns its keep only at the extremes, not in the wide middle.

Verdict: Deeply discounted
Owner-earnings fair value · recent price ≈ $3
Fair value (most likely)
$15
Range
$10–$25
No-growth floor
$7
Price
~$3

On the financials alone, $3 is below even the no-growth floor ($7); the market's discount — expectations and sentiment beyond the numbers — is pricing in ≈ -16.4%/yr. A bargain only if that pessimism is overdone.

⚠ High leverage — net debt is 10.6× annual cash flow. Net debt is subtracted from this fair value, but refinancing at higher rates, principal timing, and share dilution aren’t modeled — the equity can be worth far less if cash flow weakens.

Analysis, not advice. Fair value is a margin-of-safety estimate from a deterministic owner-earnings DCF, not a price target or recommendation. See the full breakdown →
